Amy O’Gorman of Precision Advocacy just released this update on the status of AB 564, and the path required to stop the 4% statewide cannabis excise tax increase:
“AB 564 is a policy bill and would not be enacted in time to avert the July 1 tax increase. That’s why CaCOA and our coalition partners are working to include the tax freeze language in a budget trailer bill—a faster and more viable path to prevent the hike from taking effect.”
O’Gorman went on “If we’re unable to secure inclusion of the freeze in a trailer bill, we’ll continue to advance AB 564 through the policy process. But in that scenario, the tax hike would take effect on July 1 and remain in place unless—and until—the bill is signed into law later this year. (Likely in September.)
The Assembly and Senate have both signaled support for including the freeze in a trailer bill. However, negotiations are ongoing, and CaCOA is continuing to advocate for inclusion of the freeze—especially in the Senate. For context, AB 564 could still be signed later this year, but the trailer bill must be finalized by July 1.”
